I have channged the gas and check the fuel filter and spark plug. I have been told to check the carborator. I have also been told to check the vacuum fuel lines? Please tell me what you think I should check first. It only has 75 miles on it. It is practicly new and I don't want to take it apart if it is a simple fix.

It does sound like a carb problem.You can try adjusting the carb a little and see if that helps.As small as the engine is it doesn't take much for it to not perform at it's best. Make sure the fuel lines aren't loose and if none of this helps it's time to take off the carb to check for any obstructions.While it's down take off the muffler and make sure the exhaust port and spark arrestor isn't blocked in any way.

Add a gallon of racing fuel to clear out all the gunk in the system

Check the air cleaner.
Scooters don't run properly with dirty air cleaners.

You should check your brain for damage! why did you buy a scooter, it bogs down because it has no horsepower to pull itself and you on top of it.
