It depends on the individual.
Here's what generally what happens though. People grow out of their teenage awkwardness physically & psychologically. They also develop a better sense of their strengths & weaknesses & develop ways to play up the strengths.
And sometimes, some people peak in high school in terms of their looks.

I have been to three high school class reunions so far and I have to say that the guys I thought were so hot in high school are now the older looking, beer-bellied men and some of the guys I didn't even look at in high school are now hot! You never know what will happen.
I do think it is VERY important to take care of yourself. Partying too hard will leave you with a big beer belly and bad, tired skin. Use moisturizer now. They have a bunch for men and you should definitely start. I have noticed at class reunions that the men look much older than the women. I think it's because they haven't taken care of their skin.
Also, once you get out of high school, you'll notice that women aren't as hung up on looks anymore. Stay in shape, dress classically stylish, be confident and find a career that you love and the girls will be all over you at your ten year reunion! Promise!
Bye-the-way - NO ONE feels attractive enough in their teenage years. Now, as an adult, I see today's teenagers and I think they are all beautiful! I'm not kidding! You could line them all up and I wouldn't be able to tell you which ones were considered the best looking in their school. Seriously.
And one more thing... be happy that you haven't "peaked" physically yet! The cutest, most popular boy in my elementary school was a complete dork by seventh grade. How sad would that be?! Reaching your peak at 10! Hee hee!

Some do, some don't. I think it's more a matter of grooming and lifestyle than genetics.
Some of the most beautiful and popular girls in my high school don't look so good now, years later. Many of them overdid it on the tanning/bleaching hair/overdieting or smoking and drinking and now look washed up in their mid-20's. They got into bad habits at a young age, and it did some serious damage!
Those who were more average looking in high school seem to have turned out better. They know what works for THEM, rather than always dieting or changing their natural look to seem like a hollywood starlet. No matter how much makeup one wears or surgery one has, in the end, we all age and it's better to work WITH what Mother Nature gave you than to always fight it.

I think everyone goes through that stage in the early teenage years when they are growing into their bodies. You should grow out of it..
