A little cooler than your body temperature so that the density of water is higher and also the heat generated by your body in swimming is dissipated. It should not be too cold so that you don't get chilled. I would say 20 to 25 degrees Celsius will be good.

There's no real optimal temperature. It's more of a question of preference. I live on the water on Wrightsville Beach, NC. Back in April we went swimming when the water was about 58 and it was pretty chilly, now it's about 70 and more comfortable, and toward the end of summer it hits almost 80 and is a little too warm.
