My HP Officejet v40 All in One won't scan with my new computer (Windows XP) How can I repair that?

You will need to install the software that came with your printer/scanner. XP recognizes just about all printers, but since a scanner is an optical device (like a camera) XP needs the driver before it can operate the device. You also need the scanners software installed so you can tell Windows and the scanner what to do with the scanned data.
