Why are the democrats seeking to change a law that is 185 years old that says that all tax hikes needed to be voted on?

Because they're underhanded and conniving, that's why.

They will just allow the tax cuts of 2001 to expire. That move would bring less attention to their goal of raising taxes. It might hurt them politically if they actually come out and admit that they are for tax increases. Regardless everyone's paycheck will go down. The failure of the last Congress to make these tax cuts permanent gives the Democrats a loophole to raise taxes without actually doing so.

The rule the Dem's are trying to change is a procedural rule. It's related to debate of a bill up for consideration. It doesn't eliminate the need to have a vote on any type of legislation.

Since nowhere in the article you linked to doesn't it say what the rule actually is, I thought you would like to see what has Boehner so upset:

"No motion or proposition on a subject different from that under consideration shall be admitted under color of amendment."
- Clause 7 of Rule XVI of the Rules of the House of Representatives
