It depends on the beach. Plenty clubs/hotels where a bikini is OK. Public beaches;no, no, no. Non-Muslims don't wear burkas and the like but respectable ones don't flash too much.

Ho Ho Ho...Dubai is a muslim country but they do not have strict dress codes. All the women you see 'covered' will be because it is their wish.
All western cultural behaviours except one, are tolerated there so your Mum can wear whatever she wants.
The one thing they do not understand in Dubai is rudeness and stupidity, so don't try this 'joke' over there...or you and your Mum may come back the same sex!

i there last year and i'm going back in August, wear what you like, they don't expect you to wear what they wear, but just think of the white bits, you don't want too many of them do you. Enjoy your holiday, its a lovely country and i can't wait to get out there. You will need plenty of sunscreen though, so make sure you rub plenty in your mothers back for her.
