If a first basemen covers or picks up the ball with his bare hand just before the runner touches first is the runner out?

There's a difference between the two scenarios you've given. If the first baseman picks up the ball in that case, then the runner is out because the first baseman has possession of the ball and has touched the bag before the runner reaches there.

If the player only covers the ball with his bare hand, then the umpire would have to decide if he's actually in possession of the ball.

All the first baseman needs is possession of the ball and touching the bag before the runner reaches it. Whether he has the ball in his glove hand or bare hand makes no difference.

If a 1st baseman has the ball in his possession before the runner tags base that would mean that the runner is out no matter how he holds it.

IF HE HAS CONTROL OF THE BALL THE RUNNER IS OUT IF THEY TOUCH THE BAG AT THE SAME TIME THE TIE GOES TO THE RUNNER IF THE 1ST BASEMAN CATCHES THE BALL AND TOUCHES THE BASE THEN DROPS THE BALL THE RUNNER IS SAFE HE HAS GOTTA BE IN CONTROL

Bare hand or glove makes no diference as long as the first base bag is touched befor the runner gets there

It is to the discrepancy of the umpire...But as a rule of hand for baseball the tie goes to the runner. A player may however, barehand a ball and still get a guy our. It is just less conventional

As a umpire, it is all a judgement call at this point. BTW there is no such rule in baseball that states... the tie goes to the runner... it is said often but not written in ink.

in a word : out as long as the umpire determines possession by fielder prior to runner touching base -- no ties in baseball

As long as his foot is on the bag, yes. Possession of the ball is the key, doesn't matter if it's the glove or bare hand.

Of coarse hes out.and for james there is no such thing as TIE goes to the runner,you have to BEAT the throw or your OUT.
