Hi. The switch has two wires. Unplug the power cord, clip the wires near the switch, strip some insulation off and connect them. Use solder if you can. Wrap them up in electrical tape and you should be good to go. You should remove the PSU first but it can be done while leaving the power connectors in place. Just be careful.

don't do as cirric suggested because it will turn on and then off again if you permantly solder the two wires together, remove the bezel at the frount of the machine, take the swich (typically tactile switch) cut the wires to it off and strip them then touch the two together until the thing starts then disconect them and keep them disconected
go to radio shack or something and get a cheap push button or tactile switch for the job as a more sustainable way to sort it.
(if you hold the power button the machine turns off, if you as cirric suggested leave wires permantly connected this would have the same effect)

Replace the switch. It is easy as 1 2 3! They are very inexpensive.

If it's an ATX powered board you have to replace the switch! You can't just jumper the thing out because the on/off function is completely digital! Best of luck to you!
