the carb isn't getting gas in it. it needs to be cleaned out or rebuilt.

If it is an older B/S it has no bowl but a small reservoir in the top if the fuel tank. There is a screen in the pick up tube to the bottom of the tank and a small tube in the reservoir that can become plugged. The rubber diagram (under the four screws) uses the pulsations of the intake manifold to pump fuel into the reservoir. If it has even a small hole or if the rubber gets old, it will not pump.
Sometimes the body of the carb itself gets so gunked-up that it refuses to work. I have had to replace the carb before and they cost TOO much. So clean the heck out of everything and good luck.

Fuel bowl is probably full of sediment and plugged the fuel inlet passage to the carb....remove the fuel bowl and empty any sediment/grit or dirt and take a small pin to clean out the fuel passage into the carb. Make sure the little pinhole in the top of the gas cap is open too...if it's plugged, the fuel tank will not allow fuel to siphon into the carb bowl. Change the fuel filter if there is one.

IT IS THE CARB AND ALL YOU HAVE TO DO IS CLEAN IT, YOU DON'T HAVE TO NECESSARILY REBUILD IT, JUST REMOVE IT AND SPRAY IT DOWN WITH CARB CLEANER, LET DRY AND RETRY IT.
