Can anyone give advise ? My grandfather died intestate(without a will) in Puerto Rico. My mother and her brothers reside in NY. They are trying to recover some funds from my grandfather bank account. I was told you can retrieve the funds without hiring an attorney. I was told by others i need the following wish i really don't undertand. Declaration of heirs;power of attorney and some sort of documentation from the IRS. Any help or advise would be appreciated. Thanks.

You need to get an attorney. Period. It can take up to 2 years before you will be able to collect on anything, just because he died intestate. Contact the Puerto Rico Bar Association or the national Hispanic Bar Association. They can both provide you with information and direct you to assistance.

Maybe his heirs could do so if they were IN P.R.

They have to get an attorney.

Go to a probate attorney..I will not be surprised if your relatives must submit some document from the IRS. This corrupt government has to pay for this war with all the money they can possibly collect, from any source they can collect it from.

see a lawyer. I am not a lawyer, but I have been told that most jurisdictions have legislation which specifies who (as relatives) will receive the proceeds of the estate. You may need to make a claim or the estate will go to the government.
