I would say that the flapper is closing before all the water from the tank is released into the bowl. Remove the tank lid and flush the toilet. If the flapper closes before almost all the water is gone, adjust the chain/strap that lifts the flapper so that the flapper "just" seals. Also check the water level in the tank. It should be 1/2 to 3/4" below the overflow tube to get the correct amount of water for a full flush.

What type of toliet do you have? For a standard toliet, you can increase the pressure of the water. I usually just turn that crome knob behind the toliet..
Open the top of the toliet so you can see inside (take care of lid, it breaks!) and flush the toliet. From the handle there is a plastic rod that has a chain. the chain attaches to a rubber stopper. that chain might need to be tighten (if the stopper doesn't open much when the handle is pushed down). also check if the plastic rod moves when the handle is pushed down. You can tighten the toliet handle to it by tightening the bolt likish washer thing (sorry im not a plummer) with you hand.
Those things worked for me a couple times.

The flapper is closing before all the water drains from the tank. Go to home depot and purchase a flapper with a round float, this will hold the flapper opened for a longer period. You can also adjust this float to let as much water out as you want. Also make as much water as possible fill the tank. You can do this by various ways such as bend the float arm, raise the ballcock higher or even installing a new Douglass valve with a higher overflow tube.

The chain that connects the handle to the flapper must have moved so now it's too long and the flap closes faster than it should be.
Just adjust the chain to make it shorter and test the flush again. If you have an old style toilet with a float, that might have to be adjusted, too.

Or you may have a toilet that doesnt use alot of water. Some toilets are made to conserve water while others (like the ones you see in department stores) use alot of water and sucks it down with force. Call you local home depot and ask them what they think. The advice they give is free, and they will tell you how to fix it and any supplies you may need you can get from them. ( or get somewhere else, thats up to you)
But i dought its anything serious that will cost you alot. Im sure its simple.

Go to your favorite hardware store of even Walmart and buy a new fill valve kit....it should come with a fill valve and a flapper and costs around $15.00......remove the old fill valve and flapper and follow the directions in the new container...and dont forget to shut off the water first....it is easy to do.......good luck'''

Your flapper chain is too long, and it keeps closing OR, your flapper is busted and not floating when you flush.
Replace the flapper and positin the chain correctly.
This is a $3 fix that anyone can do.
