The tickets DO NOT exist in ruby, sapphire, OR emerald - they need to be *put* there by Nintendo.
In Ruby and Sapphire, the Eon Ticket could be obtained through an E-Card that is given out at NINTENDO EVENTS. The Eon Ticket allows passage to Southern Island where a mysterious object deep in the forest will summon a lv50 Latios (in Sapphire) or a lv50 Latias (in Ruby). These Pokemon will be holding a Soul Dew.
In Emerald, the Eon Ticket is obtained through Mystery Gifting (use through a HOT SPOT at a nintendo store, through use of a machine only brought out at NINTENDO EVENTS). Depending on what pokemon you selected to appear, a lv50 will travel the world.
