If your mail was postmarked on or before May 13 then the old 39 cent stamp is fine. May 14 or after takes a 41 cent stamp.

The postoffice has 2 cent stamps to add to the 39 cent stamp to make it 41 cents if you have old ones left over.

Also, the post office is now selling "forever stamps" (the have Liberty Bells on them). The "forever stamp" is 41 cents, but is good forever, even if the price of stamps goes up again.

Actually there is some leeway so a flood of mail doesn't get returned to sender. However, it could vary by post office or the number of days after the new price of the stamp is issued.

The mail should be forwarded on postage due as long as there is some postage on it. As for why you have not received it... it could be because they can't read the address. Sometimes people use markers to address an envelope and in the rain the marker runs and the address can no longer be read. Or they may have handwriting that is hard to read. I recommend you check with the local post office.

There is no transition period. Once the change officially goes into affect, any mail without full postage will be returned to sender. I plan to stock up on the forever stamps now to avoid this when they change the price again next month. Sigh...

You better just spend the extra 2cents now or later when the letter comes back you will spend 41 cents more.

Sometimes they will let the recipient pay the two cents but most of the time it will be returned to the sender.
