The measurements of a monitor are the same as measuring the tv. From one corner to the diagonal corner. Pc monitors usually come in 14, 15, 17, 19 inch.

On a flatscreen monitor, the screen size given by the manufacturer will be the actual diagonal size of the viewable screen. However, if it's a CRT monitor (not flatscreen), the measurement is actually the diagonal size of the tube inside. That means that the actual viewable area is probably a good half inch smaller than the advertised size.
If you know the model of the monitor, you could probably find the size easily by searching for it, or alternatively you could plug it into a PC and see what it says in Display Properties > Advanced (this will only work with certain monitors, unless you have a driver).

Diagonally from the corners of the screen. A 19" monitor refers to its screen size - 19" diagonally corner to corner, not the whole thing.

Though ther are some discrepancies between manufacturers on where the measurement applies. some manufacturers measure the whole of the tube others the mask area which is about an inch less than the tube others measure the visible area. but all use the diagonal. The only one you can be sure of is if it has 'vis' after the size.

It used to be the corner to corner of the CRT.
People got annoyed that they were paying for a 20" screen, but were only getting an 18" picture.
All measurements are now the visible part of the screen only. corner to corner.
