Apply RustSeal by KBS Coatings. Like Por15, it locks out moisture. But KBS offers more color associated primers which can be easier to topcoat depending on your color car. Use their 3 step system for best results. First sand to remove any loose flakey rust, then clean & degrease, prep & seal. A quart goes a long way... seals 50 sq. feet w/ 2 coats. Also available in 8oz & pints for smaller jobs.

It does depend on where it is and how bad it is.
Where it has taken hold all the way through the metal you need to cut a portion out of the panel and get a new bit welded in place but im assuming its not that bad so........

Areas of rust on flat panels (e.g side skirts) can be quickly removed with an angle grinder obviously go down as deep as the rust goes. If it is just 'surface rust' you can get away with a light going over. apply the rustkiller either way and leave that to cure, then paint as normal.

With curved or angled areas you would propably need to do this by hand, get a wire brush and get rid off all the loose debri then start sanding as much as possible. then carry on as above.

For wheels there realy isnt anything as good as a sandblasting can do, most bodyshops have this availability.

Where you have serious dips left by removing rust you should think about applying body filler, make sure the area is clean though or it won't stick.
Try and get the finished panel as smooth as possible using wetand dry before painting or it will be obvious.

Use a grinder or coarse sanding disc to remove flaking paint and surface rust.
Paint over rust with a rust encapsulator such as POR-15.
Sand the undercoat and apply a waterproof filler(, regular body filler will absorb water and cause more rust. Use 3M™ Short Strand Fiberglass Reinforced Filler or similar,
Automotive body repair system. Short, chopped fiberglass filaments for cracks, holes and tears in metal surfaces. Waterproof.
Smooth surface with body filler, prime and paint.
Large rust holes will require a panel to be welded in.

IF you have a hole in your trunk lid then go to the junk yard and get a new lid that is an unusual spot for them to rust save the money and time you would spend on the body work. And for the rust around the wheel wells use their advice(just a guess that there is rust there, 99% of the time older hondas rust there)

just depends how bad it is.. if its just surface rust you can grind it down and use a rust remover like "navle jelly" then fill it and prime it. if it has eated through the you need new panels or cut out the rust and weld in new metal.

i own a shop and you can take and sand it off real good ,and use a rust proof primer with it,then paint over it that will extend the life of it a lot,but unless its done by a professional and re-painted the rust will eventually win, once it starts the only way to get rid of it is to cut that section out,and put a new part in,rust is the number one problem with most cars ,good luck with it,hope this helps.

grind it down to bare metal and then go to a paint shop outlet and get some POR-15 and put it on the metal, it will seal the metal forever, nothing will get to it again, it seals out air and moisture so rust can't form or get any worse, cost is about $40 a quart.

I love the products by KBS Coatings. Rust sucks, so make sure you use a long-lasting solution like KBS.

try a motorized steel brush (chances are it will also remove some paint).. or a rust remover (sold in harwares).. but be sure spray it back with paint or the rust will just come back

Can't be done once the rust worm has made a home for itself.
If the engine's good you could maybe put a new body on it.
