I think FIFA should consider seriously to add number of match officials (not necessarily referees) and proper work system among them. One of the alternatives is, they can add 2 or 4 more assisstant referees, to watch fouls, offsides, and goals (whether the ball pass goal line or not).
Other idea that should get more attention is allowing referees to use video records to make decision. Why do we allow spectators to watch replays, while the referee as decision maker cannot get the same information to help him making decision?
These ideas may seem ridiculous 10-20 years ago, but now footbal matches have become faster and players have become more shrewd (if you don't agree, just see how many divings in the last World Cup). We also have technology that can help us, which might not be available 10-20 years ago. But of course the decision is to be made by referee, and all players should respect him.

No, more incompetent / cheating officials wouldn't help. They need to use technology. The biggest necessity being a goal line device to signal when the ball crosses the line.

Not more but they should be full time like the baseball umpries. More training and more focus more self improvement.
They have enough for now.
With the costs attached to the game, the refs should be full time.
