Most pools that have lifeguards usually won't let "swimmers" that look inexperienced in the deep end. When I lifeguarded, I wouldn't let the ones that would doggie paddle into the deep end. It doesn't take very long for a child to get tired and go under. Since children are still developing, sometimes there shoulders aren't strong enough to keep them upright in the water. Water is a lot more dangerous than people realize. Also, don't buy her those arm floaties. A lot of bigger pools won't allow those in the pool. It has to do with the arm strength, the arms get tired, the floaties push the arms up and the head goes down.
I don't mean to scare you, just pointing out some things to take into consideration.
I suggest that you get them some sort of water toys that will make playing/staying in the shallow end more fun! Also, enroll your child in swim lessons this summer, so next year she will be ready to swim in the deep end!

If it's a class trip to a pool then chances are the facility is going to "swim test" every child to determine whether or not he or she will be allowed in the deep end of the pool. That's pretty standard. You cannot teach a child who cannot swim at all to swim WITH a pool in 30 minutes let alone without a pool.
The decision that she stay in the shallow end and have proper supervision is the correct one and the safest. If she is swim tested she will be made to stay there anyway. Perhaps look into getting some swim lessons this summer so that next year she can join her buddies in the water more comfortably?
Her friends sound great though, they are really nice if they volunteered to hang out with her and don't want her to feel bad about not being able to swim.

It's pretty impossible to teach someone to swim without water.
It's like teaching her to ride a bike without a bike. I used to be a Lifeguard and Swimming instructor for many years. Learning to swim takes time and practice just like anything. Just make sure she stays safe in the water be sure that an adult is there to supervise her. And even thought her friends will probably want her to go into the deep end make sure she doesn't. kids that can swim don't understand what it's like not being able to swim.

You can't teach a child to swim in 30 minutes, she will have to stay in the shallower end, please advise her not to even try going into the deep end, I would hate for peer pressure to cloud her judgment and follow the other kids into the deeper water. I pray adults and life guards will be watching over this class.

Well this may be hard to do on short notice and no water.
You may try showing her how to "Dog Paddle". Kicking feet fast and cup the hands and paddle from the chin down (Best I can explain). If you have ever done this or seen a dog swim you will know. Once she can keep herself up and moving she can try reaching out from a dog paddle to regular swimming in time.

How old is she?
I would not advise that she go to the deep end.
I would tell her teacher (in private) that she can not swim. And to keep a very close eye on her.

I would personally advise her not to go in the deep water...Her friends can help her in the pool...Just tell her to keep her head above water, kick constantly and show her the motion her hands should do while treading water. Depending on how old she is she should be able to figure it out
