how to get LUIGA in pokemon leave green?

so every poke professors or fans if you don't konw ,don't answer please beacuse my own is a Chinese version of caurse
i'm a Chinese so i can't get the mystery gift so pleazzzze help me.

it doesn't matter if you can't get mystery gift - THAT only works in nintendo events anyway, and there aren't going to be anymore for the GBA games

the only way to get lugia is by playing through the gamecube game pokemon XD gale of darkness, and then trading it to your leaf version

You gotta buy Pokemon XD: Gale of Darkeness for Gamecube to get it. Then you have to catch Lugia and purify him.
