There is no rule that says top-level domain names can only be 3 characters.

Country-specific domains are all two-letters (.us, .uk, .ca, etc).

There are other top-level domains like .travel, .info, .museum, and .tv.

It depends on the company you purchase the domain from. For example, 1and1.co.uk do not allow domain names less than 3 characters long, yet skye-host.com does!

Some names were registered before the Industry Standards were introduced so there are a few with 2 characters such as bt.com and 02.

domains are set under different levels, ibm.com is one domain. the .com is the top level in the top level servers, but companies can have internal domain servers or private domain servers and can host what ever they want. ibm.support.com
dell.support.com there are no limits to this.
