My experience is most people don't recognize the nature of the situation. In Guam it appeared that in some places the coral reef looks like it has a big hole in it but the hole is there as designed by nature. I did not know that there was a small river that was what had cut the big hole in the reef. They have several people that die every year because they don't recognize this fact. In a boat they go out the hole and cant find it when trying to come back and they will try to cross the coral reef and it cuts them to pieces.

Coral can be lab grown. It can also be found washed up on beaches, etc. I agree though, that it should be a restricted material, due to the contributions that coral reefs make to our environment and ecology. Wouldn't do to have a reason for people to go out with dynamite and make a mess.
