ahould wealthy nations be required to share their wealth among poorer nations by providing such things as food and education ?or is it a responsibility of the governments of poorer nations to look after their citizens themselves?

Who can require the wealthy nations to do anything, they have all the power. Many choose to help but the amount of the help is a choice each government makes. Governments in poor countries do not have the resources to provide for their citizens even if they were well run and committed, which for the most part they are not. Economic growth is the solution and most of the poor countries of the world outside of Africa, have fast growing GDP per capita and their are many organization both private and public trying to "fix" Africa's problems.

No because of the fact it may injury the economic gadget of the international locations loaning the money. seem on the heritage of what happens while a rustic defaults on a private loan and the economic ingredient after that. that's in no way stable.
