Dragonflies, damselflies, midges, mosquitoes, black flies, some hoverflies, some horseflies, some crane flies, water boatmen, backswimmers, toebiters, helgemites, mayflies, stoneflies, caddis flies, Waterskippers, and several diving beetles... among many others.
Basically, if you can find the insect naturally in water, chances are that it's eggs were laid there.
Check out some of these common insect families found in water:
Baetidae (mayfly)
Chironomidae (bloodworm/midge)
Perlidae (stone fly), Perlodidae
Belostomatidae (toe biter)
Notonectidae
Corixidae
Nepidae
Dytiscidae
Gyrinidae
Gomphidae

Dragonflies and damselflies will lay eggs in water - they drop down and touch the tail to the water surface for a second, and keep doing it. Sometimes they'll try this on reflective surfaces like cars, etc.
Also, aquatic insects such as water beetles, waterbugs, water scorpions, etc.
