Kind of. If you leave a pot of cinnamon in a closed cupboard, it will make your cupboard smell nice, and help keep bugs away.
If you want to freshen a room, though, you should mix it with water, and put it on a potpourri warmer (a pot on top of a tea candle), or put it in a regular pan, and warm it up on the stove. Be careful that all the water doesn't boil away. This will work very well!
I wouldn't scatter it around, though. Cinnamon can irritate your skin and eyes.

If you have a really good vacuum - mix together equal parts cinnamon, baking soda, and table salt. Sprinkle this mixture over your rugs. Let it sit 30 minutes or over night. Vacuum the rug(s) until the mixture is picked up. That should get most of the old odors out of the rugs and leave a trace scent of cinnamon.
If you want to use it as an air freshner, buy cinnamon sticks. Place two in a shallow layer of water and bring to a boil. Place in an open container that can be set up high some place where it won't be knocked over. The sticks can be reboiled in new water for quite a while before they lose their scent.

Be careful that you don't live with or have company over that is asthmatic. Cinnamon can trigger asthma attacks.

Yes you can...you can also add to water and simmer...I also like the smell of cinnamon.
