i put in the keys in and out 6 times as programming says and am suppose to get flashing hazards.. but nothing happens.. it is for a nissan 200sx s14

Sounds like you have a problem with your BCM(Body control module)
Also look in your hand book and see how many keys you can program, most cars it is 6, if you already have programmed 6 you need to have one deleted before you can program any more.
Failing that you will have to take the car to a dealer to have the BCM checked out.
