Is it okay if they are in a carrier?
Is it up to the store owner?

It is up to the store owner. If there will be food served then only disability service dogs are permitted.

Most stores who allow animals (aside from aid dogs) will require a carrier. Pet stores are the main exception.

it is totally up to the owner of the store . I used to take my chi in a carrier into the liquor store everyone loved him no problem but some stores have a problem with it .

Most stores will not allow dogs, I think it is up to the individual store. I used to live in a little town called Ligonier Pa., and most stores welcomed dogs, as long as they were well behaved.
