I'm NYPD and the answer to your question is difficult. LA and NYC are 2 very different types of cities, and therefore require 2 very different styles of policing. NYC is a vertical style of town and LA is spread out over a much wider area. NYC is 322 square miles and has 35,000 cops for a city of 8 million. Los Angeles is almost 50% larger, with an area of 473 square miles and but only about 4 million people. The LAPD only has about 10,000 cops to cover this area.
NYC has better crime statistics, but in areas that are high crime, you're not any safer than a bad area in LA.
Alll in all, stay out of the high crime sections of these 2 cities and you'll be safer...visit south central LA or the south bronx, and you'll probably have an issue.
As I stated in the beginnning, its very difficult to compare these 2 cities.

Ever since Rudy sent his blue army onto the streets of NYC in the 90s, NYC has become quite safe to live. Rudy hired about 15,000 extra NYPD officers to keep the city safe for residents and tourists. As far as LA, that city is so spread out, crooks have a million and one places to hang out. NYC is a lot safer.

NYC is much safer then LA. NYC is the safest major city in the United States.
