i believe staten island has cheaper houses and less traffic due to an efficient public transport system. not to mention that NY city is also very accessible from this city.

Utica, NY. It's far enough away from Albany to be affordable to live. Anywhere downstate, meaning Orange and Putnam Counites and south is expensive, extremely expensive, especially the closer you get to NYC. So to find cheap houses with less people, you have to get away from NYC, and also Albany, although houses in the Town of Colony, suburb of Albany, go for about half the price and even less than houses in the NYC Metro area.

Basically anywhere far enough away from NYC, Albany, Utica, Buffalo. Most of New York State is country. Hamilton, NY is a good example.
