Well it depends I guess. If your question implies using a rubber skirt and some kind of loud polluting motor then no. If you idea or product is closer to say for instance using magnetic ion containment to trap air in a ground effect vehicle or using plasma from an ultra-violet light source and then passing a current through the plasma which in turn would create a magnetic field that could possibly repel a craft or even a ion thruster technology with an efficiency of greater than .29 grams/Watt but closer to 8.7 grams/Watt (slightly greater than a helicopter) then yes I would love to hover.
