i also want to loose that fat but i want to maintain my weight and i also want to have muscle gain

overall weight (fat) loss - unfortunately we cant choose which areas to lose fat off and which not to
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min (body burns carbs the first 20-30min and only then starts burning fat) combined with weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

The same way other people lose fat and weight - proper diet and exercise.

Seriously, it doesn't get much simpler. If you make a plan and stick to it you will definitely accomplish your goals. It might take a little bit of work since you seem to have a combined somatotype of ectomorph-endomorph, but it is definitely possible.

replace your scale with a tape measure aim for 32 1 2 inches or less for women and 35 inches or less for men

running and aerobic exercises, also playing soccer and tennis and swimming will lose that ab fat. Once thats gone, you can concentrate on gaining muscle

Eat more lean protein for awhile. Run and do different variations of basic sit ups.

set your computer alarm to ring hourly stand up for 1 to 5 minutes each time it goes off
