For lightness you need either titanium or, more usually, carbon. As stated, the Scott Scale is quite light, but you are looking at the top end race machine, the Scale Limited (£4500). Most manufacturers do a race machine within this upper end bracket. However, the benefits that you are paying for are the quality, as well as weight of the components (E.G. Top end hubs, X0 or XTR, R35 forks, etc).
However, you do not need to spend this sort of money in order to race, you just need a bike that won't hold you back, so aim for about 24lb.

These days, the "super light" bikes are coming in at around 15 pounds. I recently built a Cervelo R3 carbon frame using Dura Ace components and Mavic wheels to just about 15.5. a bike like this would cost about $6,000. That being said, today's bikes in general are lighter than ever before. You can get a sub-20 lb pound bike for a fraction of this. Cannondale's aluminum frames are great values in terms of weight and quality.

The UCI has a minimum weight limit of 15 lbs. for the pros. The lightest bicycle that I have seen on the Internet weighs 7.84lbs. I am sure that you could ride it but I doubt you would want to race on it.

Unless the UCI have changed the standards the lightest weight for a race bike is 6.8kg, or 14.96lb.

The Scott Scale is pretty light. Or something made of Scandium is light enough for any professional athlete. You're looking at 15 to 17 lbs.....and your wallet will be lighter too.....
