youre refering to OSHA occupational safteyhazard authority more specifically OH is occupational hazard & safety. Well if a customer leaves without paying the bill, if he takes his car, well you need to tell the manager, if its on you, i would ntify the person, first and if thats not available, id then notify the authorities, if he doesnt take his car, simply contac him and inform him that the bill needs to be paid to retain the car. but as a service attendant, this generally isnt your job. safety precautions vary from state to state, but im sure that steel toed work boots and gloves and eye protection are a minimum yet rarely enforced. other precautions may include head protection such as a hard hat, other than that..the big one is use common sense. unfortunate that osha doesnt make that a requirement.

The rare places that still hire service attendants probably have the same situations as when I was one a couple of decades ago. No hardhats, no steel toes, no gloves. Be alert to keep out of the way of other cars. Be polite, pump gas, clean windshields and headlights, know how to check oil if asked, carry a rag for wiping hands and oil stick. Try to know directions to streets in the neighborhood of the station.
