Although procedures can vary from operating system to operating system, in windows XP at least, just double clicking on the file you downloaded should start up a player, usually media player. There are a lot of different video codecs- ways video content files are made and played, so you need to be aware of what kind of file you have there,- you can get a good idea by looking at the file extension ( the part of the file name after the "dot" . common extensions are WAV, MPG, AVR, and there are several more. as long as it is a file, you can store it to disk, or CD, or DVD, like any other. if you want it "burned" to a media, just do it as you would any other file. if you want to make a playable video disk of it, simply read the instructions of your burner software, and follow the steps they detail. Be aware that many files may be copy-written, and some protected from copying. So what you can do with such a file may be curtailed by law, and by software protection systems. Be sure to understand your rights when duplicating a file.

use a media player such as windows media player, real player etc. to play the video
to burn it use a DVD burning software (google it)
Note: If the video is protected you can burn it
Also you'll need a DVDR or DVDRW drive with a blank DVDR or DVDRW disk
