My friend has a driver's permit. She wants to buy a car and practice driving in it so she can get used to it. Then she wants to use that car when she goes for her driving test at the DMV.
Can she buy and register the car without having a license? If so, can she get insurance on the car without first having a driver's license? Thanks for your help.

Anyone can buy a car in CA with or without a license. You can not get insurance without a valid drivers license, which makes registering the vehicle impossible.

You can buy and insure a car without a license. If you buy it out or finance it (I guess you need to be at least 18 to finance a car) the finance company is only interested in if you can pay the loan, and there are some insurance companies that will give insurance without a license. But again I don't know what or how much you can do assuming you are under the age of 18. Hope this helps!

Hmmm.. a little cart before the horse isn't it? What if she fails the test?

Anyway she can BUY the car but it is unlikely she can insure it to the extent that SHE can drive it. No insurance company will insure an unlicensed driver.

The catch is that the DMV will ask for proof of insurance on the car before the exam.

But, isn't it simpler to have someone drive her there and let her use the car for 20 minutes?

Sounds like there is a backstory here that implies a lot more then a simple (if somewhat backassed) plan.

No, because they need to see all the proof & make copies. They need to see the actual drivers license & you need proof of insurance or they will sell it to you there.
