the true way to tell somebody you like them is always without words. go out of your way to do stuff for them. write them a note that just says hi. ask them to grab lunch with you. tell them your secrets. walk arm in arm. do whatever you like to do alone with them. bring them soup when they are home sick. eventually, kiss them on the cheek. no words, but they will know.

Well first off be honest with him. I would say something like,
I know you were interested in me, And i was afraid of getting involved with you, Because i wasn't ready for a relationship. I think that i might be ready now if you are still interested. If he cares for you, Then he will accept your explanation. If he is no longer interested in you, Then it is time to move on. At least you will have given him the chance to have the relationship that he was pursuing. There is no other way to really find out until you ask. I hope it works well for you..

Just be honest to that person. Whether or not you've scarred him in the past, the person deserves to know there's someone who loves him..especially the one that he cares/cared for. Tell him you "fell in like" with him and since it's more than once he's been after you, you've seen his perseverance and the really good side of him. Go get him..
But I hope it's for real that you really like him cause if you guys went for it then you change your mind, then that's really bad..

When you reject someone , they may get over it. and if you change your mind they might not be interested anymore.
I suppose thier feelings for u could come back. But you may have to chase him for bit... Instead of him chasing you.

oooooooh, thats gonna be a tough one. i'm gonna say just b straight forward. Depends on how proud you are. Sounds like you can admit that you made a mistake and want to give it a try. so be honest and tell that person.
