Have you read the bible? Check out the story of Tobias, and how about Mary and Joseph. The bible is full of Angels speaking to humans.
As for why God made angels, Psalms 91:11-12 "For he shall give his Angels charge over thee, to keep thee in all thy ways. They shall bear thee up in their hands, lest thou dash thy foot against a stone."

I have my own theory of guardian angels. Guardian angels come in all shapes and sizes and everyone can see them all the time if they just look. They are normal, every day people who look after others. Let me explain. One day several years ago, I was very sick. My husband was taking me to the doctor when I began throwing up. My husband pulled off the road so I could open the door. Traffic was thick on my husband's side of the car so he could not get out. When I opened the door an old lady came over to me held my hair, gave me tissues to clean up with and had a new (still sealed) bottle of mouth wash.
Maybe guardian angels take on human form when necessary, but I just think they are not as supernatural as most people believe them to be.
So this is my theory for what it is worth.

Angel means messenger. There are 2 kinds of angel, one that comes from heaven, (spirit in nature, sent by God to convey His message to certain people) and the other, are the ones with us, maybe someone known to us, maybe not, maybe someone that plays an important role in our lives, they may be our friends, parents, enemies, or preachers...consider everyone surrounds you are Godsend, and will touch your life, for better or worse, well, that depends on how you read or accept the message.

Just had to add my experience with what was a definitely "exterior" voice. I was near drowning in the KC Plaza flood (in '77?). I was being sucked under the front of a car and my only hold was the front bumper and one foot braced against a wheel. But I was gradually sinking under and was shipping water. My mind was very clear; had a clear understanding of my situation; but had no emotion at all! Finally all thoughts of EVERYTHING on Earth and what was happening to me were totally gone and was replaced with an amazing euphoria and feeling of great love! It was then that a voice about 1' to the left of my face, said very clearly, "You can't do that to Karen! You can't do that to Karen!" Suddenly I remembered my dearest little GIRL and began to fight and scream at the top of my lungs--still being choked by water! A man then lifted my head up, but could not pull me out due to the tremendous force of the currents! Finally another man risked his life and came to help. They drug me out safely to higher ground. Had to go to the hospital, but other than shots for tetnus etc., I was OK! I don't know re a "guardian angel" assigned to one person; but this voice certainly belonged to a spirit!! No one was around and evidently had not seen me go under! About 33 people were drowned in that terrible flood. I am so VERY VERY THANKFUL for that Spirit's help!! Let alone for the men who risked their lives!! I have a Christian background--now more of a believer of a benevelent Life Spirit and do believe that life never ends--it just changes forms somehow. The physicists say that energy cannot be destroyed--that it only changes forms. Therefore, in my mind, there has to be a LOT of Life Forms floating around and that my belief system is that we are all here to help each other! (Of COURSE! There was no question re the sanity of your Q! You are not limited in your thinking!

Oh, there are lots of instances where angels spoke to people in the scriptures. You said that the angels are not there to be our friends. But actually, they are! They are here to love us, just like we as people are here to love each other. And further, christians are here to love people in the way that God would. Actually, we all have the same work: that's our "assignment", if you will from God. And God says, "This is my commandment, that you love one another!" The angels really are fully involved in helping us. The angels love us so much that they SANG to announce the birth of Jesus to us! The bible also tells us that the angels do not know all of the future, but 1 Peter 1:12 says that they desire, or literally "set their heart upon" the ability to know what's going to happen to us. They are MUCH MORE than distant ministers to us! They are fully absorbed in helping us come to know God. Think of it this way: If I were a teacher, and I wanted to introduce you to a famous figure in history because that person was a hero to me (like Jesus, Thomas Jefferson, etc), then I would have my heart fully involved in wanting to see you get an accurate understanding of the person that I loved, or had as my hero. This is how the angels feel. They love God, and they love Jesus, and they love the fact that they are assigned to help us know God. It's SO MUCH more than just keeping us safe from getting hit by a car, or some other danger that we might be in. Although they do that, too, the work that they are most interested in is reaching our hearts and minds about God. They want us to know how much God loves us and is here to help us with everything we have need of. They want to help us know our God, because He is our friend. And so are they! There is a problem that our intellect gives us - a picture of angels that are somehow distant or stoic, but it's not like that. They are holy, yes, but they are designed to be vessels for our help and knowledge. And it fills their heart with joy when we hear their voice. It is not their own recognition that they desire... they want to lift God up to us. Another picture would be thinking of an angel in terms of a lieutenant in the military. His role is important, and as a servant, he carries the General's authority and words.
You are right when you say they shouldn't want attention put on themselves rather than God. But like I said before, they always come bearing God's messages. They came to Sarah and Abraham to tell them they would have a child in their old age. An angel came to Hagar when her son was dying, and the angel told her God heard her prayer and that her son would live (Gen 21:17). There are literally dozens of incidents in the bible where angels appear and talk to people. And they are not doing it because God loves just the Jews, or the prophets, or the Christians. The angels do it because they loved the people they were speaking to, and God sent them! And God will always send them to us because He loves us. They are the ones who will gather people together at the end of time to go to heaven. They have a wonderful assignment, and they love it! It is with anticipation that the angels are waiting for us. They are waiting for us to call on God. So that they can take a burning coal off the altar of God and touch our lips making us clean, so that we can hear the words of God. They are waiting in great anticipation for the final hours of our lives so they can welcome us home to heaven, and to the Great Wedding Feast of the Lamb of God. They are waiting in great anticipation for the day in heaven where every knee shall bow and every tongue confess that Jesus Christ is Lord to the glory of God our Father! Rev. 19:6 "And I heard as it were the voice of a great multitude, and as the voice of many waters, and as the voice of mighty thunderings, saying, Alleluia: for the Lord God omnipotent reigneth." There are literally so many angels that minister to us!
As to whether or not they are "guardian angels", ALL angels are guardian angels... like it says in the Psalms, "God will give His angels charge over thee lest you dash your foot on a stone...", but God never says these are guardian angels. In fact, there is never a reference "guardian angels" in the bible.
But anyway, this is long enough of an answer.

There are angels who speak to humans, they do not identify if they are Guardians. Read Daniel for starters.
Also, one appeared to Joseph, Jesus foster father. And one appeared to John the Baptists dad, Zachariah. There are others.
