my license plates were stolen i dont know where or by who but i did contact the police and the dmv. If they find the person that did it what will they be charged with in the state of WV?

Motor vehcile theft.
Theft of material.
Depending on the regulation, theft of a car.
Theft of a tag or place.
And with Homeland Security these days, maybe even a far more severe crime.
But believe me they are in big trouble if caught.

if the person, or persons that stole your license plate went to another state, then he or she would be arrested in the state where the license plate was found. but they would be extradited back to the state where they stole it, and do jail time, or community service.
