You mother can file a joint return with her spouse the year of his death, as long as she does not remarry before the end of the year, and as long as someone in charge of the estate (if it is not your mother) does not choose to file a separate return for your father.
If she files jointly, she signs the return and in the place for his signature she writes "filing as surviving spouse." This return can also be electronically filed. If she uses a preparer she needs to bring a copy of the death certificate with her and the preparer is required to keep it with the tax return papers.
She could also choose to file married filing separately, and file a return on behalf of her spouse, also married filing separately.
If she has dependent children living with her, for the two years after the year of her spouse's death, she is allowed to file as a qualifying widow. This allows her the standard deduction as if she were married.

Your mother has some choices.
She can file either married filing Joint or Separate as the others have stated.
If she has any qualifying children and maintains the home for them, she could also file as Head of Household.
A tax professional will be able to prepare the returns all different ways to determine the lowest tax liability and largest refund.

Condolences.
