Punish take away something they like ,etc spank them but not beat them down that is what it means. Don't allow your children to become so out of control that you cannot correct them.
If that is done from an early age you will have no problems with them.
But some people love their children too much to punish them so they end up becoming rotten brats. Incidentally is no fault of their own the persons with the responsibility to do so failed.

Not in that form but the source of that phrase is in the following passages
"He who spareth the rod hateth his son: but he that loveth him correcteth him betimes" (Proverbs 13:24) and "Withhold not correction from a child: for if thou strike him with the rod, he shall not die. Thou shalt beat him with the rod, and deliver his soul from hell." (Proverbs 23:13-14)

It was a metaphor. There are a lot of silly metaphors in the bible, some people like to pick and choose which ones they want to justify their hideous behavior. If an adult hits someone it is domestic violence. it warrants going to jail, however some people actually believe that hitting a child will teach them a lesson? give me a break! be the example and use your words not your hands. afterall they are children who are learning. the adult should already know better.

YES. Some people say that all spanking is child abuse, but this is not true according to the Bible. The real abuse to the child is not to spank them when they need correction. Of course, some parents who themselves are out of control, can abuse their children by beating them in angry rages. This is child abuse. However, abuse does not justify doing away with spanking children if it is done properly, and for the right reasons. Parents who beat their children need help themselves. They are sinful people who will not only abuse their children by beating them, but may hurt them in other ways as well. Many times, these same children are left to go hungry and uncared for. They have no love. These kind of homes need the love of Christ so that the whole family can be healed. We are not to spank our children with uncontrolled anger, and thus hand out unjust punishment.
Proverbs 19:18(AMP): "Discipline your son while there is hope, but do not (indulge your angry resentments by undue chastisements and) set yourself to his ruin."
Proverbs 22:6: "Train up a child in the way he should go: and when he is old, he will not depart from it."
Godly discipline will keep children from being dysfunctional later in life. We are told as Christian parents to train our children in the ways of the Lord and when they grow up, they will not depart from that training. Notice it says "train" not "teach." Many parents teach their children right from wrong, but have failed to "train" them to obey. Spanking is part of the training. Many parents yell and threaten their children, but never follow through with the proper punishment and therefore their children get their own way. A disciplined child will bring great delight to parents, while the child left alone will bring shame to the home.
Proverbs 29:15 &17(AMP):
15 The rod and reproof give wisdom, but a child left undisciplined brings his mother to shame.
17 Correct your son, and he will give you rest; yes, he will give delight to your heart.
Ephesians 6:1-4:
1 Children, obey your parents in the Lord: for this is right.
2 Honour thy father and mother; which is the first commandment with promise;
3 That it may be well with thee, and thou mayest live long on the earth.
4 And, ye fathers, provoke not your children to wrath: but bring them up in the nurture and admonition of the Lord.

foolishness is tied up in the heart of a boy and the rod of discipline will remove it far from him.
After taking bad children to the elders and there was no repentance then the elders had no choice but to call for a
stoning for incorrigible offspring was to be carried out first by the parents
some 42 brats made fun of Elijah in front of their parents...the parents said nothing...so Elijah cursed the children and two she bears came from the woods and tore them to pieces.
we are responsible for our children and it hurts them in the long run if they lack respect for others, for authority and for God

yes in proverbs.the old testament is not to be ignored or overlooked just because we dont offer sacrifices anymore.when JESUS died on the cross there was no more need for that.all sacrifices pointed to the perfect sacrifice that was to be JESUS.bless you.
