A 20 year old used road bike (skinny tires/drop bars, etc) will be 2x as fast as $150 new mountain bike from Sports Authority.

New and off the floor, no.
I think your only option under $150 is to pay some guy behind the 7-11 cash for a stolen road bike.
Question is - are you designed for speed? As someone once said, it's not about the bike.

Bicycles that are $150 are definitely ALL designed for speed - as in speeding AWAY from!!! You can't get a decent slow bikes for under $300, let alone a bike designed to be fast.

Your best bet is to start saving. Go to your local bike shop, get fitted, tell them what you want to do and let them suggest some bikes for you.

Good luck!

Dude, you can't get a decent pair of shoes for under $150 not to mention a bike. You'll have to add at least one more zero onto the end to get in the market.

Absolutely. Pick any $150 bike you can think of, take it to the roof of a tall building, and drop it off. Very fast moving.

Definitely not. You'd have to pay at least 10 times that amount to get a decent speed bike. Just for your reference. I recently sold an old 10-year old Kona of mine for $200. If you want quality you need to pay for it.
Sorry for the bad news...C
