Get a make up remover to make sure you get all the mascara out from under your eyes, then I'd suggest getting some waterproof mascara. If it's actually your eyes that are dark and puffy without makeup, try a concealer that is yellow instead of a skin tone. The yellow neutralizes the blue under you eyes. I mix mine with my foundation and it really works!! I have terrible dark circles under my eyes. Whenever I don't wear makeup people are always asking if I'm sick. Jeez!
PS. I use Physicians Formula. It's the best brand of it I have ever tried!!

If you would like to apply home remedies to reduce dark circles, here are some of my suggestions:
Buy a box of regular, old fashioned unflavored gelatin (e.g. Knox) from grocery store. Take a small cup or bowl and put in 1 teaspoon of the gelatin mix. Add one tablespoon of boiling water & stir for a minute. Test it on your wrist to make sure it is not too hot. Then, using a cotton ball, pat it under your eyes as you would an eye cream or gel. Go lie down and listen to some music, or take a bath & let it stay on for at least 30 minutes. Then just rinse it off.Gelatin is very high in Vitamin K & Biotin. It will not remove your dark circles on the first application (but you will notice a difference), but if you do it daily for a week, and then 2-3 times a week for maintenance, you should notice a drastic reduction in dark circles.

Physicians Formula sells this really good product called "Concealer Twins 2-in-1 Correct & Cover Cream Concealer " It has a double sided tube that has a yellow color corrective concealer and a regular concealer. It works on most skin tones, it works great. You can find it in almost any beauty store or even online at physiciansformula.com.
If you choose not to buy that product, just use any yellow concealer and cover it with a conealer that is lighter than your skin tone. Hope that helped.

gosh i got the same problem i think its my makeup too- it always seems to grab my skin right under my eyes and its always dark i hate that- but ive heard that if you are low on iron it can cause dark circles- maybe thats are problem

ok get some cheesecloth and crused potatoes..
wrap the crushed potatoes in the cheesecloth..
and put it on under your eyes for 20 mintues constantly..
it should work!!
