Yes, it is possible to find such people. Although they are rare.

No person will ever do either 100 percent of the time, but I think most do both about 50 percent, so the odds are better than most.

Nothing is impossible, though it may be difficult.
People might try to be unbiased according to their own standards of un-biasis, but one may find faults in their effort of trying to be unbiased ........ no one is perfect, one may un-intentionally show their belief etc. in their questions/answers.
