Some dogs are highly allergic to flea bites and will scratch themselves silly when bit.

maybe you have a collar that doesn't fit right. My dog took a long time for her head to catch up with her body, it was smaller than her neck. So we used a figure 8 harness that goes on the underarms. She turned bald there and was chapped/rashed a lot there. Maybe try a pronged choke collar so it sits up off the skin for the most part. They are not cruel, both my dogs hardly notice them unless they start to pull and they back off the pulling.

Is he wearing a flea collar? Sometimes they can have a reaction to the chemicals in those collars, which don't really work anyways.

It also might be a good idea to take him to a vet. It's possible he may have mange.

like everyone else said, the collar is probably on too tight and he might be allergic to what it is made of. take it off, wait a week. if it doesnt get any better take him to the vet immediately. he will eventually be fine.

Just wondered, have you changed his diet recently - food or treats? It might be something he's eating.
