If this is immigration reform, I sure would hate to see what amnesty would be

The proposed bill rewards people for breaking the law. This by definition is amnesty and does nothing to prevent it from happening yet again in the future. Just like the bill in 1986 this bill speaks of enforcement of laws and penalties but offers no assurances that they will be implemented. Just like the boarder fence bill that passed under president Bush, promises of a fence have to date resulted in a very small percentage of the fence actually being built. Comprehensive immigration reform, in its current form, is nothing but increased labor supply to maintain cheap wages for businesses.
