Yes, in order to blaspheme against the Holy Spirit, you have to believe that it exists.

Mark 3:28,29,30
"Truly, I say to you, all sins will be forgiven the sons of men, and whatever blasphemies they utter, but whoever blasphemes against the Holy Spirit never has forgiveness, but is guilty of an eternal sin" for they had said, "He has an unclean spirit."

In this passage, Mark points out that the man that blasphemes against the Holy Spirit is filled with an unclean spirit (a demon).

Blasphemy against the Holy Spirit means that you are speaking falsely of God in general. Anything that you say against God, the Father, Son, and Holy Spirit is blasphemouse.

Blasphemy is the act, not the mentality. Saying "God is stupid" is blasphemy, worshiping Satan is blasphemy. Not liking Jesus isn't blasphemy. Crusading against Jesus is. In order to blaspheme, you have to go against the religion itself, not have qualms with it.

First, it must be recognized that 'holy spirit' is not a person, it is a force.
When trying to overcome weaknesses, we are invited to ask God for 'holy spirit' ....that is to say His guidance, His help, His energy.
If, while praying for his 'spirit', we PURPOSEFULLY dive into our weakness and enjoy it ....we have sinned against the holy spirit.
Similar to asking the coach for help, then purposefully ignoring his advice.
