My brother in law is a permanent legal resident courtesy of mid-1980's amnesty. He is now 37 and hasn't renewed his green card in years. Obviously, this is not ok, but i am wondering if he is now illegal as far as being deportable? What can he do now to fix this situation?

No, he is not illegal--anymore than a citizen is illegal if s/he he loses his/her birth certificate. The card simply evidences his status.

He can apply for a new card on Form I-90

Edit for clarification: Some older cards didn't expire, but even the cards with expiration dates merely indicate expiration of the card--not the status.

As far as I know, the green card from that period does NOT have the expiration date. In fact, old ones never expired. If it is actually green in color, it doens't expire, as far as I know.

The pink one (still called the GREEN card), some early ones doesn't have the exp date on it on the back, and some do. If it doesn't, it is good forever.
