you read it as you would an ordinary number. (different from english bec. in english, we read the first two, then the next two.)

So 1911 is "mil novecientos once."
With 1968-1970, you can say "desde mil novecientos sesenta y ocho hasta mil novecientos setenta."
And 1937 is "mil novecientos treinta y siete."

Just learn how to read numbers in Spanish and you're good to go. It follows the same rules as when reading years.
