100% water can be produced by burning of H2 with O2.
But ensure you are oxidizing 100% pur hydrogen (99.9 % is very common in industry) gas with 100% pure liquid oxygen, condense the steam very carefully with out any contamination.
But close to 100% purity is very much common in the chemical and petrochemical industry by Demineralizing normal water by Ion-exchamnge method, we can produce water with < 0.1 micro simens/cm conductivity and <10 ppb (parts per billion) DO (dissolved oxygen).

There's no such thing, because water is too good a solvent. The closest in general useage is probably in the commercial semiconductor industry. They use ultrafiltered water, continuously scrubbed by reverse osmosis and ion exchange, not exposed to the atmosphere because air dissolves, in ultrapure plastic piping. Glass contains too many contaminants and is too soluble itself for this level of purity. The pharmaceutical industry needs a distillation process to be sure of eliminating organic molecules, but doesn't have to worry as much about ionic contamination. The water will still dissolve some of the contaminants from the piping and from the instruments you use to test it, but the above procedures can keep contamination down in the parts per trillion range.

There is no such thing in the engineering world which is 100% pure. Water is no ecception.
There is application of ultrapure water in VLSI maufacturing under cleanroom environment. The process used is RO-DI-micrfiltrarion route to obtain purity within 10 ppb.
Pl. explain your objective i.e field of application of such pure water so that a method suitable to arrive the purity needed can be better suggested.

Boil tap water, capture the water vapors and cool them to condense into a liquid. That will be as pure as possible.

Distill. You would need distilling apparatus. Or I think you can buy distilled water.
