Does this mean they are going to play in a league tournament? What exactly does league champs mean?

If the games they lost were not district games it does not matter. Only district standings will count . Playoffs are often determined by a tournament. If it is a one game elimination, a better team can be knocked out of the tourney if they make an error or just have a bad day. Our high school team was #1 in district but had a bad game in the first playoff game and was eliminated from state playoffs while the district's #2 and #3 teams are still playing.

You don't have to win them all to be the champs, you just need to be better than the others. If they are league champs having lost two games than everyone else had to lose three, or more. The other possibility is that they did have more lost games than other teams but won the championship in some kind of a playoff. You don't have to be perfect to be a winner
