WOW! What wording. For all that, the answer is simple.

Evil has been allow to exist because of the questioning of God's right to rule His creations. Satan claimed man only worshiped God for what he could get out of it, not out of respect. Man could rule himself. God has allowed the past 6,000 years to settle the matter. Man has tried every form of government and failed with all.

As bad as Satan is, even he could not do all the evil done on earth. Man has done just fine creating his own evil on our own.

Soon God will say times up. He will wipe evil from the earth. Those that have died in the past because of this evil and did not get to choose for God; he promises a ressurection on a paradise earth so they can learn and make a choice. Is that not a loving and just arrangement?

These are a series of bifurcation errors; that is, you assume that this problem can be explained in terms of two, and only two choices. Here's one you didn't list:
God is doing something about evil, right now, presently. He is asking you to repent. As for global removal of all evil, that is coming.

You people with these kinds of questions always forget that there is on significant factor that keeps God from ending sin, and that is "free will."

I won't explain it because as often as it has been presented here it should be plain to anyone by now even if their intellect is sub zero.

We choose our environment and we choose evil particularly when we choose to ignore or reject the clear teachings of the Bible.

Stop trying to circumvent your responsibility and get right with God. It will be explained to you "by Him" once you get past your intellect and exerise faith.

its a good question, but if i knew God's motives completely I would be God. I do know that we are given choice, and God doesn't interfere with that choice. why he's allowed the choice of evil to remain is well over both of our heads.

God has limited power and he can't take away evil. Even if he could and wanted to, there will be no purpose for a devil. He and the devil are just 2 faces on the same coin.
