Green cups with a container deposit: do not let them end up in the gutter.

A green cup is a plastic glass you get in a bar in the Netherlands, usually Amsterdam. You pay 1 euro for the glass, which you get back when you return it to the bar.

A statiegeld is a deposit you pay on glass and plastic bottles in the Netherlands. When the bottle is empty, you return it to a bottle depot, or machines that are usually located in supermarkets. When you return them, you get your deposit back. However, in this sentence, it simply means the deposit at the bar for the glass, which was started in 2005.

Green cups with deposit money, don't let them end up in the gutter.

When you buy certain articles in the Netherlands you pay an extra amount called "statiegeld" which you get back when you return the empty article. (glass bottles for example).

Greencups with (???)money, don't let them wind up in the gutter.

When the dutch wake up tomorrow, they can improve on this, but for now....

UPDATE: MAYBE statiegeld means welfare (i.e. money from the state).
